Discussion and possible action to allocate vacant slots to the Sheriff's Department Mental Health Unit and reclassify them as Mental Health Officers and by Order of the Court transfer an amount not to exceed Two Hundred Fifteen Thousand Thirty-One dollars ($215,031.00) from Account Number 1001-1130-001-431007-005 [General Operation Reserve] to Account Number 1001-3050-001-410000 [Mental Health Unit Payroll Cost]; and any matters incident thereto. [Requested by the Webb County Sheriff]

Background:

The Sheriff's Department advised the Commissioners Court that the number of Mental Health Officers was insufficient and causing officers unnecessary overtime and hardship on the staff.

Previous Court Action:

On January 14, 2019 the Commissioners Court was advised of a shortage of Mental Health Officers and the negative effect that the shortage was having on operational efficiency and morale. The Court directed staff to adjust the number of Mental Health Officers fund the slots and bring the matter back to the Court for consideration.

Financial Impact:
General Operation Payroll Reserve [1001-1130-001-431007-005] will be reduced by $215,031.00 and Mental Health Unit (Payroll Cost) [1001-3050-001-410000 will be increased by the same amount to fund the salary and fringe benefits of 5 Mental Health Officers in the Sheriff's Department.
