Discussion with possible action to authorize the Purchasing Agent to solicit Request for Proposals (RFP’s) for the rehabilitation of the Colorado Acres Water Treatment Facility including the pretreatment of well raw water, reverse osmosis (RO) water filtration, disinfection, pumping plant improvements, and system control in accordance with the Texas Local Government Code, Section 262.030 (Alternative Competitive Proposal Procedure for Certain Goods and Services). [Funds available under 2019A Bond Series (3869-7230-001-474501-030); Requested by Adrian Montemayor, Utilities Director]

Issue: Under current conditions and due to equipment in disrepair, the Colorado Acres RO facility has been out of service requiring the delivery via truck and tanker and an average of 40,000 gallons of water daily for the use of residents of the Las Lomas colonias. If the rehabilitation of the existing facilities sufficient water could be provided for these residences without significant expenditure of labor, equipment, and fuel.

Solution: Rehabilitation and improvements of the inoperative equipment to current standards to provide services without the cost of trucking water.

Result: Reduced operational expenditure and cost of service.
