Discussion and possible action to approve final payment and release of retainage in the amount $58,900.00 to JMJ Construction for the completion of the Valve and Actuator replacement Project for the Rio Bravo Water Treatment Plant Facility and authorize the County Judge to execute all relevant documents; any other matters incident thereto. Issue: Final payment with retainage to contractor in the completion of project scope in full.

Solution: Approve of Payment.

Result: Issue final payment and close project.

Background:

Current valve and actuator sets are pneumatic and have not been working for approximately Seven (7) years. This has led to material degradation and stoppage of pneumatic. Therefore, the plant cannot operate under automatic backwash conditions as originally designed.

County Staff is recommending replacement of Twenty (20) pneumatic valve and actuator sets with newly functioning electrical sets including installation. Upon completion of this project, violation can be cleared and electrical control will reduce the need for air compressor services.

Only one (1) formal Bid was submitted by JMJ Constructors, on other bids were received by the Purchasing Agent. Contractor has worked on multiple Water Treatment Plant projects across Texas.

Previous Court Action:

On June 26, 2017, Commissioners Court authorized the Purchasing Agent to solicit for competitive Bids in accordance with Texas Government Code 2269.101; Sub-Chaper C. (Competitive Bids).
