Issue: Line item transfer is needed to cover first payment to Key Government Finance within allocated principal and interest line accounts.

Solution: With Court approval of line item transfer, expenses for the reminder of the fiscal year will be covered.

Result: There will be sufficient funds to cover current and projected expenditures.
