Discussion and possible action to authorize the Purchasing Agent to solicit formal requests for qualifications (RFQ) for professional engineering services to prepare specifications and scope of work for the Colorado Acres Water Treatment Facility Rehabilitation Project and any other matters incident thereto. [2019A Bond Series 3869-7230-001-474501-030]

Issue: Water Utilities Department on January 27, 2020 presented an item to award Back Up Solutions a contract for $489,800.00. Commissioners Court rejected the item and instructed staff to rebid with new specifications.

Solution: State law requires the governing body to designate or hire professional engineering or architectural services when preparing plans and specifications for projects that will require a formal bidding process. Staff is recommending to go out and secure outside engineering services to prepare the scope of work and all specifications related to the Colorado Acres Rehabilitation project.

Results: Secure plans and specifications to solicit for formal bids as instructed by Commissioners Court.
