Discussion and possible action to accept a FY 2018 Operation Stonegarden (OPSG) Supplemental Funding for the overtime and fringe benefits for radio dispatchers working at the Webb County Sheriff’s Office for a total amount of $30,000, and authorizing the Webb County Judge to enter into the grant agreement and to execute all relevant documents in all matters related to this grant; and any matters incident thereto. This grant has no cash match; thus, there is no impact on the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. [Grant Account #2465]

Issue: Local law enforcement working in international border communities must work within limited budgetary constraints to provide both proactive and responsive law enforcement services while transborder criminal organizations possess unlimited funding to avoid detection/disruption of their activities utilizing their proceeds obtained through illegal but highly lucrative drug trafficking and other unlawful enterprises.

Solution: Supplemental grant award to provide supplemental overtime and fringe benefits to assist the Webb County Sheriff’s Office in providing enhanced border security for the residents/citizens of Laredo/Webb County.

Result: The Webb County Sheriff’s Office and its radio dispatchers will be able to work more effectively and for longer hours with these supplemental funds.

Background:

This funding must be utilized by the end of February 2021. This supplemental funding provides extra funding for the radio dispatchers at the Webb County Sheriff’s Office to enhance border security operations in the Laredo/Webb County area.

Previous Court Action:

Supplemental funding from Operation Stonegarden (OPSG) is frequently provided to Webb County law enforcement agencies and authorized for acceptance by the Webb County Commissioners’ Court, such as on the court date of 10/28/2019.
