Discussion and possible action to approve the following budget to allow carry over Contract Number #58990003318 for the Comprehensive Energy Assistance Program (CEAP) from Texas Department of Housing and Community Affairs (TDHCA) ONE MILLION ONE HUNDRED TWENTY EIGHT THOUSAND FIVE HUNDRED THIRTY SIX DOLLARS ($1,128,536.00) in grant balances for CAA- CEAP Fund Account #2362-5150-3300300 into 2020-2021 starting in March 27, 2020. Contract shall commence on March 27, 2020 and shall end on July 30, 2021. This carryover balance will not require a County Match. This required documentation has been submitted for review to the Economic development Department. The solicitation is compliant with Webb County Single Point of Contact (SPOC) procedures. [Requested by James Flores, CAA Director and Economic Development Program]

Issue: Year and end balances must be carried over and entered into the New World in order to continue the availability of these grant funds. CEAP CARES ACT.

Solution: Approval of budget allowing for carryover of year-end balances for CAA.

Result: Continued availability of State grant funds.
