Discussion and possible action to approve the submission of Grant Amendment No.2 to contract #58210003406 for the Comprehensive Energy Assistance Program (CEAP) from Texas Department of Housing and Community Affairs (TDHCA) for the Fiscal Year 2021 to transfer from Administration and Training Travel Allowance to Utility Assistance; designating the Webb County Judge as the authorized official to sign all relevant documents; and any other matter incident thereto. All required documents were sent for review through the Economic Development Department and the amendment is in compliant with the Webb County Single Point of Contact (SPOC) procedures. Issue: Approve Amendment # 2 for the Comprehensive Energy Assistance Program Contract from Texas Department of Housing and Community Affairs for the Fiscal Year 2021 transfer from Administration and Training to Utility Assistance.

Solution: The Comprehenisve Energy Assistance Program provides direct client services to eligible elderly, disabled and low income residents of Webb County.

Result: The services are intended to assist eligible Webb County residents for remaining calendar months of energy consumption. The Comprehnsive Energy Assistance Program allocation for this contract is for 12 months.
