Discussion and possible action to enter into a Three (3) year agreement from October 1, 2021 through September 30, 2022 with Webb County and T.E.B. Benefits Group Inc. for software that will aid in the administration of the County's 125 Cafeteria Plan utilized by Webb County employees for the flexible spending on medical expenses in the Benefits Administration System Cost of One Dollar and Ninety-Five Cents $1.95/Per Employee Per Month ("PEPM"); and authorizing the Webb County Judge to sign all relevant documents and any other matters incident thereto. [Requested by Risk Management Account #6100-1090-001-432057 (Cafeteria Plan Administration Fees)]
Background:
Our current third party administrator is (National Plan Administrators/Benebridge), their main function is to disseminate employee data to all our current vendors and to make sure that whichever plan an employee chooses is sent to each provider for enrollment and a Salary Reduction Agreement is generated and signed by the employee.  Our current providers are Aetna for (Medical/Dental/RX/Vision), MetLife for (Term Life, Dependent Life, Accidental Death, Accidental Insurance & Critical Illness) Humana for (Cancer / Heart-Stroke) Sunlife for Short Term & Long Term Disability, AirMed for (Air Evac).   They also administer the Section 125 (Cafeteria plan) for the county, which takes place every year giving all current employees a chance to modify and enroll in the following years benefits.  After enrolling employees received a S.R.A. (Salary Reduction Agreement) which needs to be signed giving authority to the County to deduct for selected benefits.  The Section 125 plan provides employees with an opportunity to receive certain benefits on a pre-tax basis.  They also administer the Flexible Spending Account (FSA’s) which allows the employee to elect a certain amount of money to be deducted evenly throughout the year from each paycheck on a pre-tax basis and put into their FSA account.  They can then use the funds to pay for eligible expenses related to Medical and Dental and other related expenses in the form of a reimbursement claim form.
