CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners court has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge or Commissioners.
The consent agenda has been created in order to give constituents the opportunity to view any and all pertinent backup information with reference to any item in the agenda. The objective of the consent agenda is for all Webb County constituents to be familiar with everyday county business and to demonstrate the transparency and fairness of this Commissioners Court.
The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. Discussion and possible action to approve a lease amendment between Webb County as Lessor and United States Department of Agriculture (USDA) as Lessee located at 8510 Mines Road, to correct name of Lessor and information U.S. Data Universal Numbering System (DUNS) to add new U.S. Federal Executive Order requiring inclusion of these COVID-19 protocol provisions to said lease commencing upon execution by both parties and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: The Government appreciates the hard work and dedication of our Lessors. The health and safety of Government employees, contractors, Lessors, and their families is our top priority. In order to ensure the health and safety of the Federal workforce and contractor community, the President signed Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. The requirements in the Executive Order are being implemented via a Federal Acquisition Regulation (FAR) deviation. The clause in the FAR deviation will be incorporated into Government contracts via a bilateral modification.
Solution: Because you hold a Government contract for a leasehold interest in property below the simplified lease acquisition threshold (SLAT), the Government strongly encourages you to accept this contract modification at this time. Based on the urgency of this issue, please return your signed contract modification as soon as possible and no later than November 14, 2021.

Issue: The rights of crime victims are enshrined in the federal code (Section 3771 of Title 18 of the U.S. Code, Crimes and Criminal Procedure), the Texas Constitution (Article I Section 30), and the Texas Code of Criminal Procedure (Chapter 56). However, many victims of crime are unaware of their mandated rights as well as the services that are specifically available to them to facilitate needed restitution, recovery, privacy, dignity, and justice.
Solution: Grant application to highlight the rights of and services for crime victims in the Laredo/Webb County area during the 2021 National Crime Victims’ Right Week.
Result: The general public and any victims of crime will become more aware of the services available to them in the Laredo/Webb County area. Click to View |

Issue: Local law enforcement working in international border communities must work within limited budgetary constraints to provide both proactive and responsive law enforcement services while transborder criminal organizations possess unlimited funding to access the latest technology and equipment to avoid detection/disruption of their activities utilizing their proceeds obtained through illegal but highly lucrative drug trafficking and other unlawful enterprises.
Solution: Supplemental grant award to provide supplemental resources to assist in combating illegal drug trafficking and provide enhanced border security for the residents/citizens of Laredo/Webb County.

IGT contributions for FY 2021-2022 may be paid out, if necessary, thru December 31, 2022, contingent upon IGT transfer dates and deadlines established by the State of Texas. Issue: Since 2006, Webb County has participated as the Inter-Governmental Transfer (IGT) entity for Laredo Medical Center and Doctors Hospital of Laredo. The IGT submitted allows hospitals to receive federal matching funds that are used to offset the cost of uncompensated care that hospitals provide to Medicaid and uninsured patients.
Solution: Commissioners Court approval is needed in order to submit IGT contributions on behalf of both hospitals as requested by the State of Texas.
Result: The authorization of IGT will allow local hospitals to access matching federal funds for FY 2021-2022 to offset uncompensated care costs as well as receive incentive payments from the State of Texas for successful completion of 1115 Waiver project requirements. Click to View |

Discussion and possible action to authorize the Purchasing Agent to process surplus and/or salvage property in accordance with the Texas Local Government Code, Section 263.152 (Disposition) and to publish notice to public as per Local Government Code Section 263.153 (Notice) for surplus and/or salvage property being auctioned.
Issue: Excess county property that is either by definition salvage or surplus property because of time, accident, or any other cause such as, wear and deterioration, damaged, or obsolete that has no value and/or usefulness for the intended purpose and is no longer needed by the department.
Solution: Authorize the Purchasing Agent to attempt to sell the County surplus or salvage property through public auction, dispose or destroy property that cannot be sold through public auction because it has deemed worthless or dispose through a recycling program under which property is collected, separated, or processed and returned to use in the form of raw materials of new products and/or donate as permitted by state law.
Result: Generate auction revenue from sale of county property, reduce county expenditures by transferring surplus property to other departments and make room for future assets replacing salvage or surplus items no longer needed. Click to View |

Discussion and possible action to approve a reimbursement agreement between Webb County on behalf of the Webb County Sheriff's Office and the Organized Crime Drug Enforcement Task Force (OCDETF) during the performance period of October 1, 2021 through September 30, 2022 for an amount not to exceed Sixteen Thousand Five Hundred Dollars ($16,500.00) in overtime for the Webb County Sheriff’s Office deputies through the OCDETF Investigation/Strategic Initiative and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. Estimated applicable fringe benefits in the amount of $3,900 for this overtime will be covered by State forfeiture funds; and, thus, this agreement will have no impact to the general fund. Issue: Collaboration between federal, state and local law enforcement agencies is necessary to pursue and dismantle organized crime organizations within Webb County and along the Texas international border.

Issue: The Webb County Jail is in need of upgrading the old security system due to age degradation and lack of adequate support resources. Security systems are a necessary and critical solution for correctional facilities. An advanced video surveillance system is a necessity that enables correctional facilities to stay safe and secure.
Solution: Authorize the Purchasing Agent to solicit RFP as per the Texas Local Government Code.
