8.   Discussion and possible action to have county staff explore the possibility to donate a 2002 refuse truck unit #6108 (International refuse truck 4900 model-engine DT466E) VIN #1HTSHAAT22H505478 and a 2007 refuse truck (International refuse truck 7400 model- engine 7.6) to the City of Rio Bravo, Texas; and any other matters incident thereto.

10.   Discussion and possible action to approve a Clean Up Campaign for the following colonias in Webb County:  Pueblo Nuevo, Tanquecitos I & II, San Carlos I & II (San Enrique), Ranchitos 359 and Los Altos;  to approve the utilization of Road & Bridge and Parks & Grounds manpower and equipment, and any other matters incident thereto.  Landfill fees will be paid through TDHCA-OCI funds, not to exceed $20,884.70. 11.   Discussion and possible action to enter into a Memorandum of Understanding between the Texas Health and Human Services Commission and the Webb County Larga Vista Community Center. The term of this agreement is effective from the date of execution through December 31, 2015 and may be extended by mutual agreement. The purpose of the Memorandum of Understanding is to assist with online community-based application assistance in connection with the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medical, Long-term Care Services program (LTC), and Children's Health Insurance Programs (CHIP), and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto.
 
12.   Discussion and possible action to enter into a Service Agreement with Time Warner Cable for Two (2) years February 10, 2014 through February 9, 2016  for Internet Services for enrollment for children in the Webb County Head Start/Early Head Start Center (Jorge De La Garza Cener) for a monthly rate of ONE HUNDRED FOUR DOLLARS AND NINETY CENTS ($104.90) and a total amount of TWO THOUSAND FIVE HUNDRED SEVENTEEN DOLLARS AND SIXTY CENTS ($2,517.60), subject to annual budget appropriation and authorizing the county Judge to sign all relevant documents. 16.   Discussion and possible action for the Webb County District Attorney to enter into a purchase and maintenance agreement with New Dawn Technologies for software which enables electronic discovery of evidence by defense counsel, contract #SDD-2124. The contract specifies an initial expense of THREE THOUSAND SIX HUNDRED DOLLARS ($3,600.00). Beginning in February 2015, annual support and maintenance will be paid in the amount of ELEVEN THOUSAND THREE HUNDRED DOLLARS ($11,300.00) increasing Five (5%) percent annually and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. 25.   Discussion and possible action to issue a “Certificate of Compliance with Plat Requirements Regarding the Connection of Utilities” pursuant to Sections 232.028 and 232.029, Texas Local Government Code to the following properties:
 
Electrical Utility Approval authorized by Section 232.029 (b), L.G.C.:

a)      An unplatted 0.4844 acre tract of land, more or less, known as the East ½ of Lot 8, Block 2, Pueblo Nuevo Subdivision, as further described in Vol. 3266, Pgs. 770-772, W.C.D.R.
