Discussion and possible action to offer free or reduced price rabies vaccines at Webb County-sponsored vaccination drives in an amount not to exceed $10.00 per animal or $5,000.00 annually as part of Webb County’s rabies prevention activities. Discussion and possible action to approve a renewal of an agreement between Webb County and the community of Oilton to provide water to the residents of Oilton. The contract will be for Five (5) years, from October 1, 2013 and ending on September 30th, 2018. The county will allow the use of a water well on 3.5 acres of land , 4.3 miles east of Oilton off Hwy. 359. Oilton will provide all personnel and maintenance costs. It will have no impact on the county budget, and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto.

Discussion and possible action to enter into a One (1) year (April 1, 2014 through March 31, 2015) Customer Support Agreement with Holt Power Systems for maintaining the service generator located at the Webb County Juvenile Justice Alternative Education Program in the amount of SEVEN THOUSAND EIGHT HUNDRED FIFTY DOLLARS ($7,850.00), and authorizing the County Judge to sign all relevant documents; and any other matters incident thereto. [Requested by Melissa Mojica, Webb County Juvenile Probation Department Director; Account #001-1301-6401]

Discussion and possible action to approve relocating a door from the non-secured area adjacent to the north elevator of the second floor of the Justice Center to the main corridor; to formally allocate that office space (adjacent to the Central Jury Room) to the District Attorney; and any matters incident thereto. The work will be performed by the Webb County Facilities and Building Maintenance Department. Forfeiture funds will be used to purchase the materials in an amount not to exceed $600. There will be no impact to the County's General Fund. [Account #169-1100-6205]

Discussion and possible action to accept a grant in conjunction with the City of Laredo High Intensity Drug Trafficking Area (HIDTA) Task Force in the amount of $127,088 for the salary and fringe benefits of Two (2) investigators, designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.

Discussion and possible action to rescind award to Temprite Mechanical, Inc., RFQ 2013-2014 "Design Build Paving & Fencing Project" and authorize the purchasing agent to solicit for design build teams for same project. Design team selected was not able to meet the performance/payment bond requirements for this project. The Sheriff's Office is recommending to solicit again and secure new proposals for bond project.

Discussion and possible action to accept a Fiscal Year 2014 Local Border Security Program (LBSP-14) grant from the Texas Homeland Security Administrative Agency (THSSAA) in the amount of $175,000 for overtime operations and associated mileage to enhance border security in Webb County, designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto. The only applicable fringe benefits eligible to be paid under this grant is the Federal Insurance Contributions Act (FICA). All other applicable fringe benefits are to be paid from Sheriff’s forfeiture funds.

Discussion and possible action to approve the following refunds:

a) The amount of $11,577.01 to be distributed as follows: $11,519.80 to Teijin Kasei America Inc and $57.21 to the Webb County Tax Office, Account #801-20097-008 as per Supplement 6 Certified 2013 adjust value per section 25.25 (D) appraised value exceeds by more than One-Third the correct appraised value.

b) The amount of $2,858.29 to be distributed as follows: $1,966.85 to Manwani's Enterprises Inc and $987.35 to Webb County Tax Office, Accounts #902-53001-080, #969-00005-170, #982-50000-620, #909-30711-15 as per Supplement 5 Certified 2013 Protests 2013-11577, 2013 -11673, 2013-11650, 2013-11651 resolved on 12/19/13 adjust value for 2013.

Discussion and possible action to approve the following emergency line item transfers so that retiree’s medical invoices currently being presented for payment ($123,000) can be paid:

Community Action Agency

16.

Discussion and possible action to create and fill a temporary slot for one Case Worker funded from the Comprehensive Energy Assistance Program (CEAP) and the Community Services Block Grant (CSBG), at a wage rate of $10.00 per hour, full-time temporary-no benefits at 29 hours per week effective February 25, 2014. There is no impact on the general fund.
