7.   Discussion and possible action to authorize the Webb County Auditor to release funds from Account #605-0200-8801 in the amount of $6,000 for use by the building maintenance department for the finalization of the expansion of the Bruni Community Center; and any other matters incident thereto.
 
8.   Presentation of Certificate of Recognition to Laredoan and Tejano singer Phoebe Marie, for being selected as the new face for Melrose Family Fashions.

11.   Discussion and possible action to approve the Webb County Retiree Employee Benefits Policy for 2014 and authorizing the Webb County Judge to execute all relevant documents; and any other matters incidents thereto. [Requested by Cynthia Mares, Webb County Administrative Services Director]
 
12.   Discussion and possible action to approve an agreement with Workforce Solutions for South Texas. Webb County will provide a work experience site to provide training, leadership and guidance about the work place and careers. Workforce Solutions will provide participants with limited or no work experience. The goal is to help their employability. Wages will be paid by Workforce Solutions and  no financial costs to Webb County and no impact on the County budget, and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto. 13.   Discussion and possible action to approve a Five (5) year commercial property lease agreement, with one additional (5) year renewal option term, subject to annual budgetary appropriations by and between G.G. Salinas and/or assigns, as Lessor, and Webb County, Texas, as Lessee, for the use of a 3,400 sq. ft. building, located  on the premises commonly known as 615 Gale St., Laredo, Webb County, Texas 78041, at a monthly rental rate of $1.00 per sq. ft. and/or $3,400.00  per month, subject to an annual (C.P.I.) consumer price index rental rate adjustments on the anniversary date of this lease, with an option to purchase said property at the end of the primary and/or renewal term(s) of this lease.  This lease shall commence May 1, 2014.   The leased property will be used as the new main offices of the Webb County Head Start Program.  The County Judge is hereby authorized to execute said lease on behalf of Webb County. 14.   Discussion and possible action authorizing the Webb County District Attorney to enter into a purchase and maintenance agreement with New Dawn Technologies for software which enables electronic discovery of evidence by defense counsel. The contract specifies an expense of FIVE THOUSAND FORTY DOLLARS ($5,040.00), commencing March 1, 2014 and ending February 28, 2015 and authorizing the County Judge to execute all relevant documents; and any other matters incident thereto. [General Fund, Informational Technology, Repairs and Maintenance- Software #001-0500-6411]
 
15.   Discussion and possible action to authorize and approve a One (1) Year lease renewal and extension between Moises Gonzalez, as Lessor, and Webb County, for real property described as Parts of Lot Numbers 1,2 & 8, and the West Part (W Pt) of Block 1017, situated in the Eastern Division, City of Laredo, Webb County, Texas; for use by the Webb County Sheriff’s Department Police Activity League Program (PAL), commencing April 1, 2014 thru March 31, 2015, at a renewal rental rate of $3,500.00 per month and authorizing the Webb County Judge to sign the lease extension and renewal for a one year term. 17.   Discussion and possible action to approve acceptance of a chocolate Labrador retriever canine (K-9) named Denzo P505 (Microchip Number: 528210000940152) from the U.S. Army Military for explosive detection purposes; with authorization to utilize materials and supplies to cover any canine related expenses; and any other matters incident thereto.   
 
18.   Discussion and possible action to approve the submission of a grant application in conjunction with the City of Laredo Police Department, Constable Pct. 1, Constable Pct. 2, Constable Pct. 3, and Constable Pct. 4 to the Texas Homeland Security State Administrative Agency (THSSAA) for a FY 2014 Operation Stonegarden (OPSG) for overtime, applicable fringe benefits, equipment, mileage, and operational costs related to homeland security border operations; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.  This grant does not require any type of match.  
 
19.   Discussion and possible action to approve the submission of a grant application to the Susteen, Inc. for a Susteen Community Outreach Grant for needed technology related to investigations; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto.  This grant requires an estimated cash match of $1,995. [Federal Forfeiture fund 175]
