7.   Discussion and possible action to approve a Resolution Celebrating the 100th Anniversary of the signing of the Smith-Lever Act, the founding legislation of the Nationwide Cooperative Extension System.
 
8.   Discussion and possible action to finalize the county appointments to the Regional Mobility Authority (RMA) Board of Directors; with action to consider designating alternate appointees if necessary; and any other matters incident thereto.

19.   Status report with discussion and possible action on lawsuit styled Laredo Accurate Inspection, Inc. vs. Webb County; and any other matters incident thereto.
 
20.   Request for report by Administrative Services and Treasurer regarding the current county policies and procedures in place for the use and reporting of compensatory time for county employees.
 
21.   Status report and update by the Treasurer’s office and staff regarding the implementation of the county time and attendance system; with discussion and possible action to ensure compliance; and any other matters incident thereto.

22.   Presentation of Awards to Head Start Program in recognition of their participation in the Safety Olympics Project.
 
23.   Discussion and possible action to approve or amend the recommendation of the County Energy Transportation Reinvestment Zone (CETRZ) Advisory Board to update and prioritize list of county transportation infrastructure projects, as per the County Transportation Infrastructure Fund Grant Program - to be submitted to the Texas Department of Transportation.  Project consultants, Totem LLC and S&B Infrastructure, will continue to meet with energy industry representatives to collaborate and maximize the use of grant funds and the improvement to county roads.  As per the grant agreement, Webb County may update the list of transportation infrastructure project during the agreement period. [Requested by the CETRZ Board]

24.   Discussion and possible action to accept the following dedications:

 
One (1) roadway right-of-way easement out of Lot 17, Block 19, Pueblo Nuevo Subdivision, from Palmito Estates Inc. et. al., being a tract of land containing 0.0323 acres.
   
   
A dedication out of Lot 6, Block 1, Los Altos Subdivision, from Manuela J. Rodriguez, being a tract of land containing 2,865.75 square feet and to authorize the County Judge to execute all relevant documents, and any other matters incident thereto. [Requested by Engineer ROW Department]
 
25.   Discussion and possible action to approve the acceptance of FY 2013 Operation Stonegarden (OPSG) grant award in the amount of $763,914.00 for overtime/applicable fringe benefits, equipment, supplies, and other eligible costs associated with OPSG-related border security operations in Webb County in conjunction with the U.S. Border Patrol-Laredo Sector, the Laredo Police Department; and designating the Webb County Judge as the authorized official in all matters related to this grant; and any other matters incident thereto. This grant does not require any cash match.

37.   Discussion and possible action to accept the proposed renewal offer for general liability coverage from One Beacon Government Risk (OBGR) for plan year 2014-2015.  Offer would cap at no more than a 3% increase to the current rates.
 
38.   Discussion and possible action to accept the Renewal offer of the Workers' Compensation Third Party Administrator, Alternative Services Concepts (ASC). Alternative Services Concepts has extended an offer of their service agreement with no increase to their fix fees for fiscal year 2014-2015; and any other matters incident thereto.

41.   Discussion and possible action to authorize payment to ProStar Services, Inc., in an amount not to exceed $678.10, for unpaid invoices related to equipment rental and other purchases that were not approved for payment; and any other maters incident thereto.
 
Community Action Agency
 
42.   Discussion and possible action to authorize the Purchasing Agent to solicit bids for Community Services Block Grant (CSBG) Program client tracking system software for the Webb County Community Action Agency. This action will have no impact on the general fund.
 
Economic Development
 
43.   Discussion and possible action to authorize the submission of a Community Outdoor Outreach Program (COOP) Grant Application in the amount of $30,000 to the Texas Parks and Wildlife Department with the purpose of providing the low-income, at risk youth of Webb County outdoor recreational opportunities at Texas State Parks; and to designate the County Judge as the authorized representative of the County to act on behalf of the Webb County Commissioners Court in all matters pertaining to the submission and execution of the grant.
 
44.   Discussion and possible action to approve the following line item transfer:
