Discussion and possible action to ratify the submission and authorize the Webb County Commissioners Court to approve a Resolution for the submission of a grant proposal to the Texas Department of Housing and Community Affairs, Office of Colonia Initiatives for the Self Help Center Grant Program for funding in an amount not to exceed $800,000 and authorizing the County Judge to sign all relevant contract documents and any other matters incident thereto. All required documents were sent for review through the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.

Issue: Additional funds are available through the Texas Department of Housing and Community Affairs. A proposal was required to be submitted by July, 27, 2023 in order to request the available funds. A Resolution is required from the Commissioner's Court in addition to the proposal.

Solution: Obtain Commissioners Court authorization to Ratify the grant submission and issue the Resolution.
