Discussion and possible action to supplement the Fiscal Year 2023 Regional Solid Waste Grant Contract No. 23-19-02, originally budgeted for Sixty-Nine Thousand Two Hundred Seventy Four Dollars ($69,274.00) in grant funds, with up to Sixty Thousand Dollars ($60,000) from the General Fund to complete tire pickup activities in Precinct #1, Precinct #2 and Precinct #4 for a total project amount of One Hundred and Twenty-Nine Thousand Two Hundred and Seventy-Four Dollars ($129,274) and; authorizing the Webb County Judge to sign all pertinent contract funding supplement documentation, and any other matters incident thereto. The contract implementation schedule is projected to run from April 1, 2023 until July 31, 2023. [Co-Sponsored by Commissioner Jesse Gonzalez, Pct. 1 and Commissioner Ricardo A. Jaime, Pct. 4] [Account #1001-1130-001-431007-010 (Operational Reserve)] Issue: In May, 2023, Webb County staff commenced tire pickup activities in Precinct #2 including marketing, illegal tire dumping sites clean-up and establishing tire community collection sites. Throughout the month of May, 2023, Webb County staff encountered significantly higher participation and expenditure rates than as projected and experienced in past years. In June, 2023, tire pick-up activities commenced in Precinct #1 and the high levels of participation and expenditures continued. Therefore, grant funds were exhausted before Precinct #1 and Precinct #4 were completed. Solution: To supplement the Fiscal Year 2023 Regional Solid Waste Grant Contract No. 23-19-02, in the amount of Sixty-Nine Thousand Two Hundred Seventy-Four Dollars ($69,274.00) in grant funds with up to Sixty Thousand Dollars ($60,000) from the General Fund to complete tire pickup activities in Precinct #1 and Precinct #4. Result: In cooperation with Community Action Agency, the Webb County Building Department, the Webb County Sheriff’s Office and the Road & Bridge Department will complete the remaining tire pickup activities in Precinct #1 and #4.
