Discussion and possible action to authorize County Attorney's office to initiate discussions with the Tex Mex Railway Company for possible purchase of property known as Block 213, Western Division, Laredo. [Co-Sponsored by Tano E. Tijerina, Webb County Judge]
Background:
This property is the block located immediately north of the current Webb County Administration Building.  It belongs to the old Tex Mex Railway Company and 2 years ago they were in negotiations with Webb County to sell this property for @$450,000.  At that time any proposed buyer would have had to demolish and remove old cement loading docks and partial railroad rails still located on the property.  Additionally, the property was below street level and required extensive fill to bring it up to street level.  All this was estimated by our Purchasing Department to cost in the neighborhood of $400,000.  Since then, the property owner has demolished and removed both the old loading docks and partial rails as well as added fill to pretty much bring this property to street level.  In addition to this, the Seller is generally asking for the same amount.

The property could be used for additinal parking or future expansion.
Previous Court Action:
The Court has previously authorized negotiations 2 years ago but a sale was not consummated at that time.
