Discussion and possible action to declare and emergency and grant the exemption from competitive bidding pursuant to the Texas Local Government Code 262.024 (a) (2) an item necessary to preserve or protect the public health or safety of the residents of the county and award a contract in the amount of $38,814.00 to the lowest priced bidder Dynamic Pump Systems of Austin, Texas for the purchase of Three (3) pump and motor sets for the High Service Pump Station for compliance with the Texas Commission on Environmental Quality (T.C.E.Q.) violation. [Account #745-3001-8801-7]

Issue: Current violation by T.C.E.Q. places our existing set of four (4) 600 gallon per minute (gpm) pumps at insufficient capacity to meet by rule our peak day of 2.1 million gallons per day.

Solution: Replace current 600 gpm pumps with new 1,200 gpm capacity pumps meeting today's capacity and future needs. 

Result: Upon completion of this project, violation can be cleared and pumping capacity will be sufficient for multiple years.
