Discussion and possible action to request that the Webb County-City of Laredo Regional Mobility Authority (“WC-CL RMA”) conduct a study on the feasibility of a county Transportation Reinvestment Zone (“TRZ”). Issue: Section 222.107 of the Transportation Code authorizes a county to create a TRZ by designating a geographic area (either the entire county or some smaller portion thereof) and capturing the incremental property tax revenue generated in that geographic area for use in funding the development of one or more proposed transportation project(s). Webb County is considering forming a TRZ in order to fund the development of transportation projects. However, prior to undertaking the formation of a TRZ, the County would like more information regarding the financial feasibility and potential benefits of a TRZ. Solution: Request that the WC-CL RMA conduct of a study regarding the feasibility and benefits of a TRZ, as the WC-CL RMA has expressed a willingness to conduct such a study and has the tools and resources necessary to do so. Result: Webb County gains valuable insight regarding the feasibility and benefits of forming a TRZ.
