Discussion and possible action to enter into a One (1) year (January 1, 2017 through December 31, 2017) Professional Services Agreement, with independent contractor Graciela Martinez-Vela, a qualified Substance Abuse Professional, who will provide assessment, evaluation and consulting services for the employees of Webb County. Webb County employees will be financially responsible for the cost of these services, and authorizing the County Judge to sign and execute all relevant documents; and any other matters incident thereto.

Issue: Webb County’s Drug and Alcohol and Random testing programs were audited by Texas Department of Transportation (TX DOT) in November, and we were found to be in non-compliance due not having a Substance Abuse Professional on contract. We were given a deadline of January 31^st to comply.

Solution: With approval of this contract we will be in compliance.

Result: Continue the programs for all DOT employees.
