Discussion and possible action to grant an exception to Webb County policy and return the personal holiday to those employees who lost the first quarter personal holiday as a result of lack of notice of changes made to Webb County policy regarding use of personal holidays and any other matters incident thereto.
Issue:
On 7/24/2017, the Commissioners Court adopted certain recommended changes to the personnel policies. On such change, required that County employees must use their quarterly personal holidays within the same quarter as it is earned. Although said changes were adopted in open court, most employees were not made aware of them. In fact, the previous director of Human Resources failed to update the online policy to reflect said change. Nor, did the previous director send out a mass email to all the employees advising them of this change. Accordingly, a number of employees were not made aware of the new requirement.
Solution:
To grant a one-time exception to this requirement and return the first quarter personal holiday to those employees who lost their holiday due to lack of fair notice.
Result:
The employees will have their personal holiday that they lost due to lack of notice returned.
