Issue: Need Commissioners Court authority to fulfill the personnel changes relating to the reorganization approved by the Court on January 13, 2020 (agenda item 35) to implement safeguards to address deficiencies and secure adequate staffing to ensure that the county meets the minimum TCEQ requirements for the On-Site Sewage Facilities (OSSF) program.

Solution: Implement Court approved personnel changes for the Environmental Health & Sanitation Department and Planning Department.

Result: Acquisition of adequate staffing.
