Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) No. 2021-002 “General Engineering Services for Rehabilitation of the Welch Road Bridge” to the highest ranking firm Porras Nance Engineering and to further authorize the Civil/Legal Department to negotiate the terms and conditions of the professional service agreement and all necessary fees and any other matters incident thereto.

Issue: Commissioner Court authorized the Purchasing Agent to publish Requests for Qualifications for a qualified engineer /firm to develop plans, specifications and estimates for the reconstruction / rehabilitation of the Welch Road Bridge.

Solution: Four (4) sealed proposals were received and recorded into the record during a public bid opening; the scoring committee ranked the proposals and is recommending award to the highest-ranking firm.

Result: Award to the most qualified firm and authorize Civil legal staff to negotiate the terms and conditions of the professional service agreement for final Court approval.

Background:

The Welch Road Bridge is located 0.5 mile from the intersection of Welch Road and HWY 359, in Webb County, Texas. The selected Engineer shall provide engineering services required for the preparation of plans, specifications and estimates (PS&E) and related documents. These services may include, but are not limited to, preparing roadway and bridge design, hydrologic and hydraulic design, traffic control design, utility adjustment coordination, subsurface utility engineering, utility engineering, survey, geotechnical data collection, and if requested, provide design support and construction phase services necessary to support the design process.

Previous Court Action:

Authorization to solicit for professional engineering services approved by Commissioners Court on 12/07/2020.
