Subject:

Discussion and possible action to authorize the Webb County Civil Legal Division to enter into a Three (3) year forensic software license agreement with Open Text Inc. for security access software keys beginning on (September 26, 2018 through September 25, 2021) for the quoted total amount of $1,267.92, subject to annual appropriations and available funds; and authorizing the Webb County Judge to sign any relevant documents; and any other matters incident thereto. Issue: The forensic software license agreement with Open Text, Inc. utilized to perform law enforcement investigations and was already purchased by the Webb County Sheriff’s Office, however, as with all software it needs to be renewed in order to maintain its functionality. The vendors name prior to reformation was known as Guidance and was subsequently reorganized into Open Text Inc. effective July 1, 2018.

Solution: Purchase the security keys to keep the software up-to-date. Texas Local Government Code Section §262.003 authorizes purchases from a sole source. Open Text, Inc. is the sole source of security keys for the forensic software.

Result: Acquire the necessary support and maintenance of the forensic software.

Background:

The software license agreement was purchased for the examination of cell phones and computers that contain evidence of criminal activity. Every three years the license to maintain the latest software is needed to keep the functionality of the software up-to-date with changing technology.
