Discussion and possible action to approve the appointment of Mr. James Flores, Economic Development Director, as the Labor Standards Officer for the Texas Community Development Block Grant - CV Community Resiliency Program Contract #70800001013 and authorize the Webb County Judge to sign all relevant documentation. This action will have no impact on the County's General Fund.

Issue: Labor Standards Officer must be appointed to comply with funding agency requirements.

Solution: Appointment will allow department to oversee the labor portion of the project and allow compliance of fair housing and equal opportunity activities with contract.

Result: Economic Development Department will assure compliance with requirements from funding agency.

Background:

Grant funds were awarded by Texas Department of Housing and Community Affairs for the construction of a Health Center in southern Webb County in the amount of Four Million, Six Hundred Thousand Dollars ($4,600,000.00)

Previous Court Action:

Discussion and possible action to accept the grant award and enter into an agreement for the FY 2022 Community Development Block Grant Community Resiliency Program Fund under the Texas Department of Housing and Community Affairs in the amount of $4,600,000.00 and authorizing the County Judge to act as the County’s Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in the CDBG Community Resiliency Program. This funding will allow Webb County to construct a Public Health Center. All required documents were sent for review to the Economic Development and the Solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures. This grant does not require cash match.
