Discussion and possible action to approve a lease amendment between Webb County as Lessor and United States Department of Agriculture (USDA) as Lessee located at 8510 Mines Road, to correct name of Lessor and information U.S. Data Universal Numbering System (DUNS) to add new U.S. Federal Executive Order requiring inclusion of these COVID-19 protocol provisions to said lease commencing upon execution by both parties and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [(No-Cost)]

Issue: The Government appreciates the hard work and dedication of our Lessors. The health and safety of Government employees, contractors, Lessors, and their families is our top priority. In order to ensure the health and safety of the Federal workforce and contractor community, the President signed Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. The requirements in the Executive Order are being implemented via a Federal Acquisition Regulation (FAR) deviation. The clause in the FAR deviation will be incorporated into Government contracts via a bilateral modification.

Solution: Because you hold a Government contract for a leasehold interest in property below the simplified lease acquisition threshold (SLAT), the Government strongly encourages you to accept this contract modification at this time. Based on the urgency of this issue, please return your signed contract modification as soon as possible and no later than November 14, 2021.

Result: Lease will comply with both DUNS numbering system and Executive Order for COVID-19 Protocols.
