Discussion and possible action to reject all bid submittals for Invitation to Bid No. 2023-011 “Webb County Southern Fire Station – ARPA Project No. 2 and to authorize the Project Architect and County Infrastructure Director to revise the scope of work and construction bid documents and to further authorize the Purchasing Agent to re-advertise in accordance with the Texas Government Code; §2269.151 Contracts for Facilities: Competitive Sealed Proposals (CSP) and any other matters incident thereto. Issue: The Purchasing Agent secured two (2) sealed bids. Both bids exceed the budgetary limits of this project. Staff, Project Architect and ARPA Consultant are recommending that all bids be rejected and for project scope to be modified in order to secure pricing that will not exceed ARPA funding allocated for this project.

Solution: Reject all bids, modify scope of work, and re-advertise using the CSP delivery method as per Government Code Chapter 2269, contracting and delivery procedures for construction projects.

Result: The Purchasing Agent will re-advertise using the CSP delivery method contingent upon construction bid documents revised and subject revisions approved by Commissioners Court.

Project Information:
Currently, in the event of an emergency southern Webb County is being served by the Webb County Central Fire Station. The completion of this project addresses a gap of services and most importantly will minimize response time and ultimately save lives. The Fire Department protects lives, land and property through Fire Suppression, Emergency Medical Services, Fire prevention and public education. With this in mind, it is the duty of the Fire Department under the direction of the Commissioners Court to provide the highest level of public safety for the constituents of Webb County. This project will entail the construction of an approximately 7,700 Sq. Ft. fire station in southern Webb County to include the Fire Marshall’s Office.
