Subject:

Discussion and clarification from county staff regarding procedures which led to title change to Slot #2290 "Director of Precinct 1 Community Centers" to "Community Events Coordinator" and granting of civil service coverage to the previously excluded position. Discussion should include the process or authority for a department head or elected official to request that the Webb County Civil Service Commission not only change position titles but determine without Commissioners Court approval or knowledge whether a position previously granted an exclusion from civil service coverage can now be reclassified as covered by civil service.

Background:

On August 12, 2014 the interim county commissioner who was a "lame duck" in this position requested and appeared before the Webb County Civil Service Commission to not only request a title change for the above position but to request that civil service coverage and protection be extended or given to this employee who the FBI and federal prosecutors allege secured county employment as a result of her and her husband gifting a pick up truck and other favors to former Commissioner Mike Montemayor.

Perhaps an investigation would be appropriate into why this was done or whether other illegal activity led to these changes.

The Court should have been aware of this and an agenda item should have been done to allow the Court to vote to authorize this action.
