Subject:

Discussion and possible action to award Invitation to Bid 2021-002 “Wormser Road Extension Project” to the lowest responsible bidder SAL Construction Management LLC, in an amount not to exceed $3,662,202.90 and to further authorize the Civil Legal Department to finalize the construction contract; authorizing the County Judge to sign all relevant documents and any other matters incident thereto. Issue: Eight (8) formal bids were officially submitted for this road project. The bids ranged from $6 million to $3.6 million.

Solution: Consider awarding to the lowest and responsible bidder. Sherfey Engineering Webb County’s project engineering firm also reviewed the bids and it is their professional opinion that SAL Construction Management LLC is the lowest and qualified bidder for this project.

Result: Approve the Award as presented to Commissioners Court and further authorize Civil legal to finalize the construction documents for the awarded sum in order to issue the Notice to Proceed.

Background:

The project consists of construction of a 7,300 LF of asphalt-paved road varying from 64 foot back to back to a 26-foot section back to back. The work includes installation of curb and gutter, striping, storm sewer, all trenching, backfilling, compaction, trench excavation, storm water management including all appurtenances and all incidentals as required by the construction documents. The work also includes the construction of the acceleration and deceleration lanes along Cuatro Vientos Road, including all labor, materials, and incidental necessary to complete the work in accordance with the construction documents.

Construction contract time for the project is one hundred eighty (180) calendar days.

Construction documents were finalized and turned over to the Webb County Purchasing Agent the week of October 26th – 30th

Previous Court Action:

Commissioners court authorized the Purchasing Agent to solicit for formal bids on 08/24/2020, item 8(a.).
