Solicit for RFP for Commissary Vendors for Sheriff's Office

Discussion and possible action to authorize the Purchasing Agent to solicit requests for proposals (RFP) for Commissary Service for the Webb County Jail in accordance with Texas Local Government Code Sub-chapter C. (Operations of County Jails); Section 351.0415 (Commissary Operation by Sheriff or private vendor) and in accordance with rules adopted by the Commission on Jail Standards.
  • The Webb County Sheriff is required by the Texas State Commission on Jail Standards to provide a commissary operation by Sheriff or private vendor.  
  • Providing Commissary services to Webb County Inmates will result in compliance with Texas jail Standards and all proceeds received from Commissary sales commission are used exclusively for the benefit of inmates social and recreational needs, equipment, technology and other services for the well being, health, safety, and security of inmates and the facility as allowed by State law under Section 351.0415.
Background:
The Webb County Sheriff is required by the Texas State Commission on Jail Standards to provide a commissary operation by Sheriff or private vendor and has exclusive control of commissary funds.   

Providing Commissary services to Webb County Inmates will result in compliance with Texas jail Standards and all proceeds received from Commissary sales commission are used exclusively for the benefit of inmates social and recreational needs, equipment, technology and other services for the well being, health, safety, and security of inmates and the facility as allowed by State law under Section 351.0415.

Prior solicitations for Commissary services have been approved by the Court in accordance with Texas local Code 351.0415

Successful Vendor will pay Sheriff's Commissary Fund a weekly commission on all sales.
