Court Required Pre-Approval Before Title and Duty Changes

Discussion and possible action to amend Webb County policies to require any department or elected official get Commissioners Court approval prior to going before the Civil Service Commission to change titles and significant job duties for positions approved and budgeted by the Commissioners Court. Problem: Departments may be going before the Commissioners Court requesting and justifying positions based on stated needs and then changing titles and/or duties to something not approved by the court.

Solution: Departments should go before the Court to request positions based on need and justify to the Court a change in title and duties also based on need.

Background:

It has come to our attention that there is no uniform practice by Administrative Services in deciding whether a department has to go to Commissioners Court prior to going to the Civil Service Commission to request a change to a position's title and/or duties. Conceivably a department could therefore request and justify to the Court a position to perform certain duties and then proceed before the Civil Service Commission and change the position into something totally different that perhaps the Commissioners Court would not have initially approved. Conceivably, again, the same department could then approach the Commissioners Court during budget talks and request the same position again from the Court after the department has changed the previously granted position to something else.
