ACTIVE SHOOTER RESPONSE GUIDELINES

Subject:
Discussion and possible action to approve the addition of “Active Shooter Response Guidelines” to the Webb County Emergency Operations Plan under Annex G Law Enforcement.
 
Issue: Active shooter situations are often over within 10 to 15 minutes before law enforcement arrives on scene therefore individuals must be prepared both mentally and physically to deal with an active shooter situation. The Webb County Sheriff’s Office and Webb County Emergency Management would like to train all county employees regarding adequate response to Active Shooter incidents. Currently there are no guidelines that are part of the Webb County Emergency Operations Plan specific to this type of incidents. Before employees can be trained, the Webb County Emergency Operations Plan must be updated to include an Active Shooter Response Guideline so that standards can be agreed upon and implemented county-wide.
 
Solution: Develop and adopt Active Shooter Response Guidelines as part of the Webb County Emergency Operations Plan Annex G- Law Enforcement according to the U.S. Department of Homeland Security Active Shooter guidance.
 

Result: All county employees will receive training on Active Shooter Response Guidelines and will be better prepared to respond to this type of incident. Mock Active Shooter training exercises will also be scheduled with the leadership of the Sheriff’s Office.
