Discussion and possible action to ensure that all personnel and elected officials involved in Emergency Management and members of the Emergency Management Committee attend the Public Officials Workshop and the Command Level Training that will be offered by the Texas Division of Emergency Management (TDEM) and make their attendance mandatory. This is in compliance with the Texas Government Code Chapter 418 Section 418.005 and the Webb County National Incident Management System (NIMS) training policies that were approved by Commissioners Court in 2012.

Issue: Elected law enforcement officers, county judges, and appointed state or local public officials with management or supervisory responsibilities who are responsible for or play a role in emergency management, preparedness, response, or recovery should participate in the TDEM Public Officials Workshop according to Section 418.005 of the Texas Government Code, Title 4, Subtitle B, Chapter 418.

Solution: Coordinate Public Officials Workshop to take place in Laredo in March 2015 and request mandatory participation of local department heads and elected officials involved in emergency management to Command Level incident response training opportunities.

Result: Comply with federal and state emergency management requirements and ensure proper training of local public and elected officials. Proper training will strengthen ability to adequately prepare, respond, mitigate, and recover from large-scale emergency events that require the involvement of multiple response agencies and resources from various local departments.
