Discussion and possible action to authorize the Economic Development Department to develop and submit a Fiscal Year 2016 Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program application to the U.S. Department of Justice's Office of Violence Against Women (OVW) in an amount not to exceed Four Hundred Fifty Thousand Dollars ($450,000.00) over a Three-year term for the purpose of enhancing the community's response to sexual violence; and authorizing the County Judge to act as the County's Executive Officer and Authorized Representative in all matters pertaining to the County's participation in the Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program. This action will have no impact on the County General Fund.
Background:
Webb County proposes the development and submission of an Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program grant application for a three-year program that will address sexual violence. The program will be a multi-pronged approach, partnering several community stakeholders to help serve and protect victims of sexual violence. The proposed program will function using the Full-Time Equivalency (FTE) system; no new hires are proposed. 

Issue: The community currently lacks the services of a Sexual Assault Response Team (SART), vital to the prosecution of sexual assault crimes.
Solution: The County of Webb, together with the Webb County District Attorney’s Office and other community stakeholders, seek funds to enhance the community’s response to sexual violence by ultimately creating and implementing a SART.
Result: The development and submission of an Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program grant application for a three-year program that will address sexual violence. The program will be a multipronged approach, partnering several community stakeholders to help serve and protect victims of sexual violence.
