Issue: A retiring officer (Slot #1981 Officer IV) is eligible for Sick Leave Sell-Back in accordance with Section C under Article XII. Benefits (p. 22) of the current Collective Bargaining Agreement (CBA). In addition, payroll sick leave buy back account is in deficit due to the payment to several officers for their Sick Leave Buy-Back in accordance with Section B under Article XII. Benefits (p. 21) of the current Collective Bargaining Agreement (CBA).

Finally, since other retirements from senior officers with health-related issues are anticipated to take place within the coming year, it also expected that other similar line item transfers will have to be taken before the Webb County Commissioners Court within the near future.

Solution: Transfer from other budget categories to cover deficit for Sick Leave Buy-Back and the payout to Slot #1981 Officer IV for Sick Leave Sell-Back at Retirement.

Result:Cover current contractually stipulated benefits under the current Collective Bargaining Agreement (CBA).
