Discussion and possible action to approve a discretionary exemption under the local government code; Section 262.024 (Discretionary Exemptions),(4) Professional Services to use Laredo Animal Clinic for all related veterinary service to include nutrition, supplies and emergency services for law enforcement K9 dogs and authorizing the County Judge to sign all relevant documents and any other matters incident thereto. [Account #001, 168, 170-2001-6706 (Canine Expenditures)]

Issue:
Veterinarian Physicians require prompt payment to continue servicing K9 dogs.  The discretionary exemption is a safeguard should expenditures exceed the $50,000.00. Historical expenses show that this ceiling has never been reached.  Further, the request to use credit cards for this purpose also requires this action to use as a sole source for professional services.

Solution: approve the discretionary exemption rule.  

Result: Continue using the necessary veterinarian services without interruption.
