Subject:

Discussion and possible action to authorize the Purchasing Agent to solicit Request for Proposals (RFP's) for a "501 C(3) Non-Profit Corporation" to partner with the Self-Help Center Program to construct not less than two (2) and not more than four (4) homes under the Self-Help Center, Contract #7220013 and in accordance with the Texas Local Government Code; Section 262.030, Alternate Competitive Proposal Procedure for Certain goods and services and authorizing the Webb County Judge to sign all relevant documents. This action is will have no impact on the County's General Fund.

Issue: The Self-Help Center has been awarded a grant which includes funds for New Construction.

Solution: Solicit RFP's to seek a partnership with an organization that has the capacity to carry out the New Construction Activity.

Result: Selection of a non-profit organization to carry out the New Construction Activity under the Self-Help Center Grant.

Background:

Webb County was awarded $700,000 for the Self-Help Center Program. An additional $350,000 was awarded to Webb County (Pending finalized Amended Contract) in December 2021 for a total grant award of $1,050,000.
