Discussion and possible action to accept the rankings and award Request for Qualifications (RFQ) 2024-007 "Labor and Employment Law Legal Services for Webb County" to the highest ranking firm, J. Cruz and Associates, in accordance with the State of Texas Government Code; Professional Services Procurement Act and to further authorize the Civil Legal Department to negotiate the terms, conditions and related fees of the professional service agreement and any other matters incident thereto. Issue: Commissioners Court authorized the Purchasing Agent to seek out qualification statements from qualified law firms to provide a variety of legal services on an as-needed basis. This solicitation requested legal services for expertise in labor and employment law. Two (2) firms submitted by deadline and were evaluated as per weighted criteria published.

Solution: Consideration to accept the rankings and award to the highest ranking firm as presented by the Purchasing Agent and in accordance with the Texas Professional Services Act.

Result: If approved, authorize the Civil Legal Department to negotiate the terms, conditions and fees of the professional service agreement and return to Commissioners Court for approval to execute agreement.

Previous Court Action:

On November 27, 2023, item 24, commissioners court authorized the purchasing agent to solicit RFQ’s for professional services from an independent attorney or law firm to prepare contracts, agreements or any other assigned transactional documents between individuals or businesses and Webb County.
