Discussion and possible action to approve the Webb County Emergency Management Committee Charter, dated March 2015, as recommended by Emergency Management Committee members.

Issue: According to the Texas Government Code Section 418, each county shall maintain an emergency management program or participate in a local or interjurisdictional emergency management program that, except as otherwise provided by this chapter, has jurisdiction over and serves the entire county or interjurisdictional area. In order to meet this requirement, the Webb County Emergency Management Committee was formed in October 2014 and has since met in two occasions but the committee structure and responsibilities have not been reviewed and approved by Commissioners Court.

Solution: The Webb County Emergency Management Committee Charter was developed with input from elected officials and county department representatives. The Charter provides a membership structure that includes elected officials and department representatives that are involved in emergency management activities (preparedness, mitigation, response, and recovery) and delineates the responsibilities of the committee.

Result: A purposeful and proactive County Emergency Management Organization that will analyze natural and man-made risks, oversee development of emergency preparedness and response plans, design and conduct emergency exercises and drills, and serve as the County’s Emergency Response Team, among other activities. The Emergency Management Program seeks to build a resilient community that fosters preparedness and community-wide collaboration through partnerships with local, private, and non-governmental organizations.
