Solicitation of land for Webb County Fairgrounds

Discussion and possible action to authorize the Purchasing Agent to solicit Request for Proposals to accept donations and/or to purchase a tract of land containing not less than One Hundred Fifty (150) acres to identify the future site location of the Webb County Fair Grounds Complex. The process to accept a donation and/or to purchase land for the future construction of this project is contingent upon the recommendations of the Webb County Fair Grounds Committee, availability of funding and final approval by Commissioners Court.

Issue: Webb County is in the process of developing a Master Plan and Design for the Webb County Fair Grounds Complex that will serve our community today and for future generations.

Solution: Authorize the Purchasing Agent to solicit proposals from the public for possible donation of land, purchase or a combination of both.

Result: Securing a land for this project will assist Project Architects with development of final Master Plan and Design for the Webb County Fair Grounds Facility. Site location is critical for overall design and master plan development.

Background:

Commissioners Court recently awarded a qualified firm to prepare the master plan and design for the future Webb County Fairgrounds. Subsequently the award was also modified to include other site locations as an option to master plan development. It is vital to identify a permanent site location to assist with the master plan process. Site location will identify availability to utilities, egress and ingress accessibility, existing and future access to major roadways, expansion and other site criteria vital to preparing a master plan that will benefit the Webb County citizens for generations.

Previous Court Action:

CCT approved on 1/9/2017, Award RFQ 2016-002 "Master Plan for Webb County Property (Known as) Laredo International Fair and Exposition Property" to Naismith Engineering, Inc., on 3/13/17, CCT approved the modification of Award to add alternative sites to scope.
