GCC financing agreement for Police Units and mobile radios

Discussion and possible action to approve a Resolution for the purpose of authorizing a public property finance contract issued under Local Government Code Section 271.005 (Authority to Contract for Personal Property) between Government Capital Corporation (GCC) and Webb County for the purpose of financing Six (6) 2017 Chevrolet Tahoe - Police Pursuit Vehicles and Six (6) APX 7500 Duel Band High Power mobile radios in an amount not to exceed $383,085.78, with a proposed financing term of Five (5) annual payments of $85,014.01 at an interest rate of 3.219%, and authorizing the County Attorney’s office to prepare and finalize all related documents with final authorization from the County Judge; and any other matters incident thereto.

Issue: County law enforcement departments are in need of replacing existing units with high mileage.

Solution: Consider approval of a finance agreement with GCC to finance the purchase of 6 units and 6 mobile radios. 3 units for Sheriff's Office and 1 unit for Constables Pct. 2, 3, and 4. Constable Pct 1 will be receiving 2 non high pursuit units through a leasing contract for the gaming and licensing division.

Result: Replace old units with high mileage and improve safety for Officer and for the general public.

Background:

The financing agreement will fund the purchase of 6 Chevy Tahoes with Police Package and 6 mobile radios. 3 units will be assigned to the Sheriff's Patrol division, and Constables Pct 2, 3, & 4 will each receive 1 unit. Constable Pct. 1 will be receiving 2 units through a leasing program for non pursuit purposes for the gaming and licensing division.

GCC is offering a 3.219% interest rate, 5 annual payments at $85,014.01. Total equipment cost $383,085.78.

Previous Court Action:

Approval by Commissioners Court to proceed with financing and leasing of police units.
