Authorization to Set Up Budget & Commence FY 2019 OPSG Operations

Discussion and possible action to authorize the budget set up and expenditures of up to, but not more than, 50% of the forthcoming FY 2019 Operation Stonegarden grant award allocation in order to allow timely commencement of overtime operations for the Webb County Sheriff’s Office, the Offices of the Constables, Pct. 1-4, and the Webb County Attorney’s Office investigators; and any other matters incident thereto. Of the FY 2019 Operation Stonegarden total grant award allocation to Webb County, $2,277,567 has been allocated to the six (6) aforementioned Webb County law enforcement agencies. This grant requires no financial match; and, therefore, will have no impact to the general fund. All required documents were sent to the Economic Development Department and were found in compliance with the Single Point of Contact (SPOC) policy. Issue: Although the official grant performance period began on March 1, 2020, the FY 2019 Operation Stonegarden has not been official awarded by the funding agency. However, the granting agency has authorized Webb County to spend up to, but not exceed, 50% of the FY 2019 Operation Stonegarden allocation issued out by FEMA.

Solution: Seek court authorization to have the budget set up and expenditures allowed for up to but not more than 50% of the FY 2019 Operation Stonegarden allocation.

Result: Overtime operations can commence in a timely manner.

Background:

Webb County, including the City of Laredo Police Department, was allocated a total FY 2019 Operation Stonegarden (OPSG) grant award allocation of $3,800,000 under Operations Order No. 20-LRTLRT-100013 V0.

Previous Court Action:

This grant is authorized to be applied for and accepted on a yearly basis.
