Discussion and possible action to approve the independent contractor agreement between Webb County and V.M. Golf Services, Inc., pursuant to the Court’s prior award of Request for Proposals (R.F.P. 2020-003 "Casa Blanca Golf Course Irrigation Project"), for the removal and installation on new irrigation equipment such as piping, electrical wiring and other related components, in an amount not to exceed $499,963.95, and authorizing the Webb County Judge to execute any and all relevant documents and any other matters incident thereto. [2019A Bond Series; Account #7130-6040-001-474501 (Construction in Progress)]

Issue: Commissioners Court secured bond series money to fund golf course improvements. The Purchasing Agent was authorized to solicit competitive sealed proposals for this project as per State law procurement rules.

Solution: Approve contract with highest ranking company as recommended by County staff to commence irrigation project.

Result: Awarded company can start the needed improvements to the County golf course. Irrigation improvements will help maintain greens and provide the Citizens of Webb County and their families a more presentable golf course.

Background:

The initial bid came out over budget and Webb County Engineer and V.M. Golf have negotiated and valued engineered some aspects of the project which brought the price down to the current amount of $499,963.65.

The golf course's irrigation system while improved over the course of 2019 remains inadequate due to a number of reasons including lack of automatic systems (the system must be run manually, sprinkler by sprinkler- costing labor dollars). Ants have damaged wiring between sprinkler heads adding to the overall problem. The driving range is not irrigated at all which decreases the useful life of range balls due to the rough terrain. Lastly, there are many bare areas on the golf course where turf grass need to be established.

The proposed primary solution is to reconnect the irrigation heads by pulling fresh wire and setting of proper irrigation controllers and a communication system so that the sprinklers can be run on a proper schedule and be adjusted locally and remotely as needed. The new system desired only provides electrical current when the heads are running, not continuously as before which in part attracted the ant problem. In addition, irrigation the driving range and funding the grading and seeding of bare areas once irrigation is complete will lead to full coverage of all playing areas on the golf course.
