Discussion and possible action to authorize the Purchasing Agent to solicit Request for Qualifications for Architectural / Engineering Services to act as Owner’s Representative in overseeing the process of construction and renovations to the Webb County Fairgrounds project. The Owners Representative primary role is to represent the interest of Owner (Webb County) in regards to and not limited to ensuring that the quality of both materials and workmanship are in accordance with design and construction plans and specifications as approved by Owner and to further serve as the Owner’s eyes and ears independent from the Design Team and Construction Manager at Risk Contractor throughout the design, construction and completion of this project and any other matters incident thereto. Issue: The Webb County Fairgrounds project is estimated to cost $45 million to include new construction and renovations to existing facilities. The Court is requesting an independent contractor to oversee the process from beginning to end and provide frequent reports and recommendations as the project develops. The Owners representative will provide oversight and report on any recommendations, discrepancies and progress of design, construction and all other components of the construction such as compliance and project estimates being recommended by general contractor and design team to reach a guaranteed maximum price.

Solution: Authorize the Purchasing Agent to seek RFQ for Owners Representative from qualified Architectural or Engineering firms that have substantial experience providing construction management services for project scopes of this magnitude.

Result: Secure RFQ proposals for Courts consideration in selecting a qualified Owners Representative independent of the Design Team and Construction Manager at Risk.
