Discussion and possible action to end negotiations and rescind award to Slay Architecture, LLC for the Webb County Colonia Fund Construction Housing Rehabilitation Grant and to further withdraw the Request for Qualifications RFQ 2024-003 and any other matters incident thereto.

Issue: On August 28, 2023, Slay Architecture, LLC was awarded this project. Contractor has communicated with the Webb County Community Action Agency, Purchasing and Legal Departments that they will not be able to develop the scope of work as required under this contract due to time constraints.

Solution: Rescind the award to Slay Architecture, LLC and withdraw the RFQ.

Result: Terminate negotiations and contract execution with Slay Architecture, LLC. and submit a contract and budget amendment to the Texas Department of Agriculture to reclassify professional services line item to construction management services line item.
