Discussion and possible action to approve the submission of a contract and budget amendment request to the Texas Department of Agriculture (TDA) Texas Colonia Fund – Construction Program Contract No. CFC22-0089 and authorize the County Judge to sign all relevant documents and any other matters incident thereto. All required documents were reviewed by the Economic Development Department and the solicitation is compliant with the Webb County Single Point of Contact (SPOC) procedures.

Issue: On August 28, 2023, Slay Architecture, LLC was awarded this project. Contractor has communicated with the Webb County Community Action Agency, Purchasing and Legal Departments that they will not be able to develop the scope of work as required under this contract and due to time constraints.

Solution: Submit a contract and budget amendment request for the Texas Colonia Fund Construction Program Contract No. CFC22-0089 to eliminate professional services and modify the contract’s performance statement to reclassify professional services line item to construction management services line item.

Result: The department will be able to proceed with contract activities in a timely manner.
