Status report on Request for Proposal (RFP) #2018-001 “Webb County Building Purchase” and Discussion and possible action to authorize the Purchasing Agent to secure a Fair Market Appraisal of the property located on 1002 Farragut Street (Former HEB Grocery Store) and further authorize the Purchasing Agent to secure a Feasibility Study proposal on usage of property submitted by Northwind Development, LTD (sole proposer). [Account #1001-1130-001-432001 (General Operating Account – Professional Services)]
 
Issue: Only one (1) proposal was submitted for RFP #2018-001. 
 
Solution: Prior to award and authorization to negotiate with sole proposer, Staff is recommending a FMV appraisal of property and a feasibility study to secure recommendations on possible usage of facility.
 
Result: Complete a FMV appraisal to determine value of property through an independent appraiser and secure recommendations on usage through a feasibility study.  Report back to Commissioner Court with a final recommendation.
