Discussion and possible action to authorize the Civil/Legal division to negotiate the terms, conditions and associated fees for a professional service agreement between Linebarger, Goggan, Blair and Sampson, LLP and Webb County for Collection Services for Delinquent Fines and fees in accordance with the Texas Local Government Code, Section 262.024 (Discretionary Exemptions)(4) personal or professional services. [Requested by Commissioners Court]

Issue: Currently Webb County does not have an active contract with a professional service provider to collect delinquent fines and fees assessed by the Justice of the Peace Courts and the District Courts.

Solution: Approve an discretionary exemption for a professional service agreement with a qualified firm to collect delinquent fees and fines.

Result: Collect delinquent fines and fees utilizing services from a professional service provider. Provider will be paid a percentage of total delinquent fees and fines collected for Webb County in accordance rules and regulations permitted by State and Local laws.

Background:

Waiting for figures by Audit. delinquent fines and fees as of FY 2018.

Previous Court Action:

Professional Service agreement approved for Linebarger, Goggan, Blair and Sampson, LLP during Fiscal Year 2014 and expired December of 2016.
