Discussion and possible action to authorize the Purchasing Agent to solicit competitive bids for the Webb County Colorado Acres RO Treatment Plant Renovation Project as required by the Texas Government Code, Sub-Chapter C. (Competitive Bidding Method), Section 2269.101 and any other matters incident thereto. [2019-A Bond Series #3869-7230-001-474501-030]

Issue: Project was submitted directly by the Water Utilities Department and it was tabled twice by Commissioners Court. Project requires formal competitive bids and authorization from the Court to proceed with publication of invitation to bid.

Solution: Authorize the Purchasing Agent to solicit for competitive bids and secure construction documents from a professional engineer with expertise and experience working with municipalities and counties in the renovation of water treatment plants similar to the scope of services required for this project.

Result: The Purchasing Agent will seek Invitation for Bids for this project and present lowest responsible bidder to Commissioners Court at a future date for consideration of award.
