Discussion and possible action to award Invitation to Bid (ITB) 2022-009 “Self Help Center Home Reconstruction Program – TDHCA Contract No. 7220013” to the lowest and responsible bidder Clayton Homes for an amount not to exceed $195,170.00 in accordance with the Texas Local Government Code; Sub-Chapter C. (Competitive Bidding in General), Section 262.021 (County Purchasing Act) and to further authorize the County Judge to execute the construction contract and any other matters incident thereto. Issue: Two (2) bids were submitted for this competitive bid.

Solution: Award to the lowest and responsible bidder.

Result: Proceed with execution of contract and notice to proceed once all the insurance and bonding requirements are submitted.

Background:

The Webb County Self-Help Center will carry out housing rehabilitation and housing reconstruction activities for the service area colonias of Bruni, TX, San Carlos I, San Carlos II, Ranchitos 359 East and Pueblo Nuevo located on State Highway 359 approximately five (5) miles outside the City of Laredo to improve the quality of life for colonia residents living within the targeted areas. In part, the purpose of the assistance is to provide a decent, safe, and sanitary housing environment for residents by rehabilitation/reconstruction of standard, single family, owner-occupied dwelling units.

Webb County will replace approximately three (3) existing mobile home units with new mobile home units under the reconstruction activity. The existing mobile homes will be demolished and properly disposed. Reconstruction will provide a decent, safe, and sanitary housing environment colonia residents by the reconstruction of standard, single family, owner-occupied dwelling units in compliance with all Model Subdivision Rules (MSR) and 2015 International Residential Code.

The service area colonias of Ranchitos 359 East and Pueblo Nuevo located on State Highway 359 approximately five (5) miles outside the City of Laredo.

Previous Court Action:

On March 14, 2022, Commissioners Court rejected all bids and authorized the Purchasing Agent to re-solicit bids for this project.
